Microsoft har identifierat den kvarstående orsaken till störningen. En specifik begränsningsregel (throttling) i deras antispam-funktioner har felaktigt aktiverats för ett mindre antal e-postmeddelanden, vilket orsakar de återstående fördröjningarna.
Microsoft håller nu på att inaktivera regeln för att fullt ut åtgärda problemet. Arbetet förväntas slutföras inom den närmaste timmen.

Service Update – Email Delivery Delays in Exchange Online
Microsoft has identified the remaining cause of the issue. A specific throttling rule within the anti-spam features is being incorrectly triggered for a small number of emails, resulting in the remaining delays.
Microsoft is currently disabling the rule to fully mitigate the issue. The mitigation is expected to be completed within the next hour.
